We are currently seeking qualified candidates for the position of Senior MEL Advisor for the EpiC project in Lesotho. The position will be based in Maseru.
EpiC Lesotho Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S.A State Department. EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to implement lifesaving interventions to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will expand HIV case finding in the community, optimize treatment initiation and support treatment continuity in Maseru, Mafeteng, Mohaleโs Hoek and Thaba-Tseka districts.
Job Summary:
Senior MEL Advisor will be responsible for designing and implementing a comprehensive MEL framework to measure project outcomes, track progress, and facilitate continuous learning and improvement. Working closely with project teams, government counterparts, and other stakeholders, you will play a crucial role in ensuring that project activities are evidence-based, results-oriented, and responsive to the evolving needs of beneficiaries and stakeholders. This position will report to the Project Director.
Position Responsibilities:
- Lead the development and implementation of the project's MEL framework, including the design of performance indicators, data collection tools, and evaluation methodologies.
- Supervise MEL team members, including monitoring performance, leading professional development efforts, and identifying capacity building opportunities.
- Establish systems and protocols for collecting, analyzing, and reporting project data in compliance with U.S. State Department, PEPFAR MER and FHI360 requirements and best practices in MEL.
- Coordinate with project teams to ensure that MEL activities are integrated into all stages of project planning, implementation, and evaluation.
- Provide technical guidance and support to project staff and partners on MEL concepts, methods, and tools, including capacity-building initiatives as needed.
- Collaborate with government agencies, academic institutions, and other partners to leverage existing data sources and promote data sharing and collaboration.
- Conduct regular monitoring visits to project sites to assess progress, identify challenges, and capture lessons learned for adaptive management.
- Lead the design and implementation of project evaluations, including baseline studies, midterm reviews, and final evaluations, to assess project impact and effectiveness.
- Facilitate knowledge-sharing and learning activities within the project team and with external stakeholders to promote a culture of evidence-based decision-making and continuous improvement.
- Prepare and disseminate timely and high-quality MEL reports, presentations, and other materials to the Donor and other stakeholders, highlighting key findings, lessons learned, and recommendations.
- Oversee the process of reporting quality data and reports to donorโs reporting system like DATIM and FHI360 reporting systems.
- Ensure compliance with ethical standards and protocols for data collection, storage, and use, including the protection of sensitive information and the rights of study participants.
- Become SI country focal point of contact and liaison person between country SI and FHI360 SI HQ
- And any other related roles that will be assigned by your supervisor.
Applied Knowledge & Skills:
- Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- In-depth functional experience with projects of similar size and scope.
- Strong diagnostic, analytical and problem-solving skills.
- Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
- Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.
Education:
Masterโs Degree or its International Equivalent in Health, Behavioral, Life/Social Sciences, International Development, Human Development, Statistics or Related Field.
Experience:
- Minimum of 12 years of experience in monitoring, evaluation, and learning, with at least 7 years of experience managing MEL activities for U.S Government or other donor-funded projects.
- Demonstrated experience in designing and implementing MEL frameworks for complex health programs, preferably in low-resource settings.
- Experience in using DHIS2 in advanced level
- Experience managing and building capacity of junior staff.
