JOB DESCRIPTION Under the overall guidance of the Regional Programme Manager, Oceania Regional Office (RPM) and Regional Multilaterals Portfolio Manager- Asia and Oceania (RMPM) will be responsible for leading the task management of the portfolio of GEF and GCF projects under development and implementation in the Oceania region in which IUCN is GEF Implementing Agency and GCF Accredited Entity.

SPECIFIC DUTIES:

โ€ข Lead on coordination of regional task management for GEF-GCF portfolios by working closely with relevant executing agencies, PMUs, technical and other staff from ORO, Regional Multilateral Portfolio Manager, and Global Multilateral Finance Unit Director
โ€ข Lead on managing the project pipeline and implementation portfolio using institutional tools and platforms and in accordance with IUCN policies, procedures and guidelines for multilateral financing, and as per the GEF and GCF programming directions, processes and policies.
โ€ข Lead on identifying and planning the composition and functions of project-level task management teams consisting of staff in technical, management and corporate services roles, as well as external consultants and experts.
โ€ข Support the RPM and RMPM in planning and executing the budget for the regional task management team to ensure it is appropriately resourced to undertake its functions.
โ€ข Lead on together with RD, MFU-D, RPM and RMPM in identifying project opportunities by convening internal and external stakeholders, and matching priorities with GEF-GCF and IUCN agendas.
โ€ข Jointly with RMPM, lead on coordinating with GEF and GCF external project development consultancy teams
โ€ข Lead on preparing periodic reports on portfolio performance including progress, challenges and risks as required by IUCN and the Funds.
โ€ข Liaise with the global Multilateral Finance Unit to contribute to IUCN-wide coordination of GEF-GCF portfolio
โ€ข Advise the RD, MFU-D, RPM and RPMPM on strategic and operational matters related to the GEF-GCF regional portfolio.
โ€ข Lead on coordinating preparation, review of annual project implementation reports to GEF and Annual Performance Reports to GCF, working with PMU, executing agencies and/or project execution teams and IUCN fit for purpose team. Subsequently support in uploading/entering information of the finalised reports in the GEF and GCF online reporting systems
โ€ข Coordinates preparation, negotiation and finalization of IUCN implementation agreements with external partners managing execution of approved IUCN GEF and GCF projects, working with OLA and the executing agencies.
โ€ข Support development of communication and knowledge materials on project portfolio and thematic work, working with PMUs and Regional Communications Manager, MFU, and GCU
โ€ข Any other GEF and GCF related tasks, as required by the supervisors, and based on emerging needs REQUIREMENTS โ€ข โ€ข Advanced university degree (Masterโ€™s or equivalent) in environmental science, natural resource management, sustainable development, or a related field.

โ€ข โ€ข A minimum of 6 years of relevant professional experience in project management, preferably in the field of environmental conservation or sustainable development.

โ€ข โ€ข Experience working with international organizations, government agencies, NGOs, or other stakeholders involved in environmental management and conservation.

โ€ข โ€ข Knowledge of GEF/GCF policies, procedures, and guidelines is highly desirable.

โ€ข โ€ข Strong analytical, communication, and interpersonal skills.

โ€ข โ€ข Fluency in English is required; knowledge of another regional language is an asset.

โ€ข โ€ข Professionalism: Demonstrated ability to plan, organize, and execute project activities effectively.

โ€ข โ€ข Teamwork: Ability to work collaboratively with diverse stakeholders to achieve common goals.

โ€ข โ€ข Communication: Excellent written and verbal communication skills, with the ability to convey complex information clearly and concisely.
