The World Bank Groupโ€™s (WBG) Trade, Investment, and Competitiveness Global Directorate (TIC) provides analytical, advisory and lending support to client governments to enact reforms that lead to increased investment, trade, jobs and more competitive and contestable markets. The unit is comprised of thematic teams focused on (1) Trade and Regional Integration, (2) Investment, and (3) Competitiveness. TIC is part of the Finance, Competitiveness, and Innovation Global Practice, and also contributes to the work of the Macroeconomics, Trade and Investment (MTI) Global Practice, which all fall under the Equitable Growth, Finance and Institutions (EFI) Vice-Presidency.
The TIC Front Office is recruiting a Senior Program Officer/Senior Private Sector Specialist to support strategy, operations and connections of TICโ€™s trust fund portfolio of activities with regional and global knowledge, act as a focal point for external and internal partners in selected areas (e.g. creative industries), support TICโ€™s strategic engagement and program, and provide technical expertise on private sector development to global and regional projects.ย  The role will be expected to provide strategic recommendations including on issues related to the direction and functioning of trust funds.ย The position requires deep familiarity with a broad range of activities of the type supported by FCI and TIC strategy and trust funds, from policy interventions to sector competitiveness, technical assistance and research. It will involve frequent interaction with staff and management across FCI global and regional teams and with partner donors and countries. It will provide an opportunity to develop leadership and gain broad exposure to strategic and operational issues in FCI and the World Bank. The job requires strong attention to detail, excellent writing skills, and data and analytics expertise. The candidate must also demonstrate strong relationship management skills and an ability to engage strategically and effectively throughout the partner network.ย ย ย The candidate will report to Ian Gillson in the TIC FO.
Duties
The successful candidate will be expected to carry out the following duties and responsibilities:ย โ€ข Supporting the day-to-day operational program tasks of the front office, as directed or assigned.โ€ข Support the ongoing implementation of TF programs, for example the Umbrella Facility for Trade, C-JET and World Bank We-Fi helping to define their vision and priorities, establishing annual work plans, monitoring the quality of deliverables and outputs and coordinating the work and TTLs.โ€ข Providing support on research and operational tasks for the TIC Global Director and Front office team.ย โ€ข Researching and liaising with the Front Office, TIC teams and WBG VPUs to gather materials for the preparation of briefs, background documents and talking points for senior management ensuring timely and high quality submissions.ย โ€ข Supporting the creation of presentations, including research, quality-proofing messaging and enhancement of design in alignment with World Bank branding guidelines.โ€ข Planning, developing, and implementing effective communication and engagement strategies to raise advocacy and awareness of the World Bank Groupโ€™s work and messages related to trade, investment and competitiveness.โ€ข Conceptualizing, preparing, producing and disseminating communication products (e.g., websites, op-eds, speeches, news releases, brochures, Q&As, presentations, briefing notes, online and social media content, etc.) about the WBG and its work on trade, investment and competitiveness.โ€ข Editing reports and ensuring that storyline and messages are well teased out and easily accessible to non-technical audiences โ€“ and that executive summaries are tailored to policy makers (focusing on essential findings and policy implications).โ€ข Developing and maintaining relationships with a broad range of internal and external stakeholders including EXT, MD and VP Front Offices, media, NGOs, civil society, universities/think tanks and international organizations.ย โ€ข Proactively seeking opportunities both internally and externally through media outreach and civil society engagement to improve the dissemination and outreach of WBG positions on trade, investment and competitiveness, while taking into account possible sensitivities.โ€ข Reviewing and commenting on key documents, consultations, and stakeholder engagement activities.โ€ข Supporting knowledge sharing, learning activities, dissemination events, conferences, and workshops.ย โ€ข Act as the partnership focal person for external public and private sector partnerships on key themes to identify strategic opportunities for deeper collaboration and impact and to build consensus across the network for developing and sharing lessons, such as creative industries.ย โ€ข Manage specific donor relationships through outreach and advocacy, ensuring achievements are well documented, clearly explained and tailored to the priorities of key constituencies.โ€ข Apply experience and expertise to WBG projects and analytics, including to project teams and client countries.ย โ€ข Provide technical inputs to analytic works, policy briefs and reports (conduct analysis, report findings, and develop policy recommendations) and the design and implementation of global, regional and country technical assistance operations, advisory services and lending operations, in close collaboration with regional TTLs. Provide expertise to lending operation missions, interacting with clients at the policy level, organize and manage policy development initiatives and evaluation work in collaboration with other development agencies and donors.โ€ข Work independently and mentor junior staff and manage STCs and vendors as required.โ€ข While the initial focus of the job description is on strategy, operations and trust Fund management and development, the selected candidate will lead a progressive evolution into technical and operational private sector development work to ensure knowledge created and captured at the global level is integrated into regional and country operations.

โ€ข Masterโ€™s in business, economics, finance, technical studies or other field related to development.ย 
โ€ข A minimum of twelve years of relevant professional work experience.ย 
โ€ข Demonstrates experience in managing effective relations with a wide range of stakeholders (Governments, international organizations, multilateral and bilateral development agencies).ย 
โ€ข Experience in writing and editing in-depth features as well as short pieces.
โ€ข Experience in planning, developing, and implementing effective communication and engagement strategies. Strong record of producing high-quality power point presentations.
โ€ข Experience building strong collaborations across the WBG in the private sector space is a plus (Eg. IBRD, IFC).ย 
โ€ข Demonstrated experience in World Bank operations in sectoral competitiveness and private sector development, including in new emerging sectors such as creative industries .ย 
โ€ข Demonstrated ability to work under pressure, in a calm and collaborative manner.
โ€ข Demonstrated ability to coordinate contributions of members across various teams to complete a joint product.
โ€ข Well-developed interpersonal and team working skills; ability to operate effectively as a unit team member and across the WBG; with initiative, persistence and a positive attitude.
โ€ข Ability to deal sensitively in multicultural environments and build effective working relations with internal and external partners.
โ€ข Outstanding presentation, written and oral communication skills in English.
