The TeamThe mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.
The Europe, Middle East and East Asia (EMEEA) team leads the foundationโs geographic presence in the largest donor countries outside North America and China, covering Europe (with a focus on UK, Germany, France, Italy, Spain, the Nordics, Netherlands and European Union institutions), the Middle East (Arab League countries) and the Asia-Pacific region (Japan, South Korea and Australia). EMEEA acts as the bridge between foundation teams and donor markets by offering deep insights on the geo-political landscape, media and public attitudes, and the foundationโs advocacy priorities. EMEEA works alongside a vast network of grantees and partners โ including media, civil society organizations, think-tanks and academic institutions - to support the foundationโs overarching strategic goals.
Your Role
As the Senior Program Officer, Data, Policy & Insights, you will be part of a small Strategy, Planning and Management (SPM) team within EMEEA and provide cross-geography data, policy and insights to support the work of EMEEA and GPA more broadly and work closely with colleagues across the team. You will manage a portfolio of grants and partnerships, produce high-quality analysis and briefs, and support horizon scanning on key trends in major donor markets. This is an opportunity to support the foundation influence policy debates in EMEEA and drive impact at global scale.
The postholder will be based at the foundationโs office in London, and report to the Deputy Director, SPM.
What Youโll Do
The postholder will support the EMEEA team in managing data, analytics and insights, including by managing the following main bodies of work:
Negotiate, execute, and manage portfolio of grants and/or contracts to support the teamโs data, insights and policy needs in health, R&D and development policy and financing.
Lead horizon scanning activities to identify key policy processes or themes - internally and externally - where EMEEA engagement is required, and taking responsibility for triaging and/or developing appropriate responses.
Provide policy leadership and generate insights on specific priorities in health and development and within the EMEEA strategy, ensuring EMEEAโs advocacy is informed by robust evidence and innovative perspectives.
Produce high-quality analysis, briefing materials, and recommendations that shape the foundationโs approach to critical issues and which support the EMEEA team (and the wider GPA division) to engage more effectively in policy debates in national and multilateral settings.
Contribute data and insights to the design of new strategies, collaborations, and implementation plans to ensure long-term sustainability and impact.
Represent the foundation to critical program-related external constituencies, as appropriate.
Your Experience
An advanced degree or equivalent demonstrated experience, preferably in economics, public policy, international relations, public health, development, or a similar field.
Experience as technical resource to teams and leadership on impact, cost-effectiveness, and decision analyses.
Experience leading and influencing others in a constructive manner and building and sustaining collaborative relationships.
Strong analytical and writing skills for communicating with a broad and diverse audience.
Experience developing insight products (reports, briefs, forecasts, presentations, policy briefs, thought leadership materials) that translate complex data into policy insights and actionable recommendations.
Excellent communication and relationship management abilities to work with multiple internal and external stakeholders.
Experience designing and implementing data frameworks, dashboards, and metrics to support organizational decision-making.
Demonstrated fluency in AI tools, particularly those that support team productivity, knowledge management, analysis, and communications.
Strong project management with a focus on stakeholder management and cross-team collaboration.
Experience managing grants, contracts, and partnerships is desirable.
English language required; other languages desirable but not required.
