Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), and enhance nutrition outcomes, address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and Nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).
Job Summary
The MNCH & Nutrition Senior Strategic Information (SI) Advisor will lead monitoring, evaluation, and learning (MEL) efforts for the MNCH project under the supervision of the Project Director. As the lead technical expert for strategic information, the Advisor will oversee all aspects of data collection, performance monitoring, evaluation, analytics, and reporting.
The Senior SI Advisor will work closely with project leadership and technical teams to develop and strengthen systems that track MNCH & Nutrition service delivery and outcomes in real time, with the goal of improving service quality and ensuring compliance with donor and government reporting requirements.
The Advisor will supervise M&E Officers and Data Analysts, ensuring that project activities are aligned with work plans and performance frameworks. The role includes providing capacity building, data use training, and evidence-based decision support to technical and program teams.
This position will be based in Port-au-Prince, Haiti, with preference for Haitian national candidates.
Technical Requirements
Provide technical guidance on the design and implementation of MNCH and Nutrition M&E systems aligned with national standards and project goals.
Collaborate with technical teams to identify indicators related to antenatal care, skilled delivery, postpartum visits, immunization, nutrition coverage, develop tools, and ensure accurate documentation of service delivery activities.
Conduct regular data quality assessments and mentor implementing partners to strengthen MNCH and Nutrition data management and reporting capacity.
Produce analytical reports, dashboards, and visualizations to inform program decisions and guide improvements in maternal and child health outcomes.
Support coordination with MSPP, departmental health authorities, and other MNCH & Nutrition stakeholders.
Assist with annual work plans, performance monitoring plans, and donor reports.
Participate in donor and stakeholder meetings and draft presentations as required.
Perform other duties as assigned.
Provide technical guidance on the design and implementation of M&E systems aligned with national standards and project goals.
Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.
Collaborate with technical teams to identify indicators, develop tools, and ensure accurate documentation of service delivery activities.
Conduct regular data quality assessments and mentor implementing partners to strengthen data management and reporting capacity.
Produce regular analytical reports, visualizations, and presentations to inform stakeholders and guide programmatic decisions.
Support coordination with government agencies and other partners involved in SI and HIV data systems in Haiti.
Assist with the preparation of annual work plans, performance monitoring plans, and donor reports.
Performs other duties as assigned.
Participate in client / funder meetings and draft reports / presentations.
Staff Leadership and Training
Supervise and mentor M&E staff, monitor performance, and support professional development.
Develop and implement training programs on MNCH & Nutrition data use, DHIS2 reporting, and quality improvement.
Identify and address gaps in data quality and analysis capacity.
