Organizational Context and Scope

The armed violence in Ukraine has led to significant humanitarian impacts, including loss of life, injuries, mass displacement, and destruction of infrastructure. According to OCHA, 18 million people are projected to be affected, with 6.7 million newly internally displaced. Of these, 12 million will need humanitarian assistance, including 6 million with urgent needs such as shelter, water, sanitation, hygiene services, and basic non-food items operation.

Since the start of the war in February 2022, IOM has been tirelessly working to address urgent needs, build resilience, and enable recovery. IOM's Shelter and NFI activities in Ukraine have focused on providing immediate life-saving support as well as longer-term transitional and durable shelter solutions. The program includes emergency shelter provision, light, medium, and heavy repairs for collective sites, social institutions, and damaged homes, and the distribution of essential non-food items. IOM's efforts also include winterization support, rental assistance, and rehabilitation of social infrastructure.

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Officer (NFI/Common Pipeline), the Shelter and Non-Food Items (SNFI) Project Officer (Roving) will provide technical support for IOM's efforts to improve the living conditions of crisis-affected populations across Ukraine. The incumbent will be responsible for supporting the implementation of Shelter and NFI activities in Ukraine, working to ensure that the urgent needs of the affected population are met, including providing shelter and basic non-food items.ย 

Coordinate and supervise the implementation of Shelter/NFI activities in intervention areas, facilitating complementarity of the response with other essentialย services.Monitor resource use and delivery of Shelter/NFI project targets, bringing delays, bottlenecks, quality, budget, or procedural issues to the prompt attention of the rogramme Officer (NFI/ Common pipeline) and recommending corrective actions.Contribute technical inputs for the development and updating of IOMโ€™s Shelter/NFI strategies in Ukraine, closely coordinating with the Shelter/NFI Cluster, government counterparts, beneficiary communities, and other humanitarian stakeholders.Participate in regular coordination meetings at the sub-national cluster level including technical working group meetings and meetings with stakeholders (local authorities, UN agencies, INGOs, NGOs).Provide inputs and informationย to support the preparation of project proposals and concept notes for new projects and/or project extensions.Monitor project budget and expenditures, check alignment with internal and donor requirements, track budget lines and burn rates, and liaise regularly with the Programme Manager.Analyze project/programme reporting, provide recommendations on potential adjustments and emerging opportunities, and contribute to the development of new projects/programmes by providing technical inputs and staying abreast of donor priorities in the region.Provide guidance and supervision to national officers in the West and North regions.Contribute to the development of and maintainย project progress trackers and monitoring tools.Collaborate closely with the Logistics and Procurement Unit on procurement processes and the delivery of program items. Participate in bidding processes and monitor contractor performance to facilitate timely response and high-quality serviceย delivery.Work closely with IOM's CCCM, Health, TRU, MHPSS, DTM, and other teams to support the identification of gaps and to contribute to a comprehensive response strategy.Contribute to the capacity building of the Shelter/NFI team by conducting and contributing to the development of training modules.Provide inputs to support required reporting of Shelter/NFI activities for internal and external audiences, following IOM and donor formats.Perform such otherย duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in Business Administration, Finance, Management, International Relation, Supply Chain or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.

Experience

Experience in coordinating the implementation of shelter and NFI programming in complex emergencies;Experience monitoring large-scale budgets and operations;ย Experience in liaising and coordinating with implementing partners; and,Experience in project administration.

Skills

Proficiency in computer applications (MS Word, Excel, Outlook etc);Ability to work quickly and accurately and pay attention to detail;Ability to meet deadlines and work under pressure;Ability to present clear and concise information and good communication skills;Knowledge of social and development issues as well as general migration related issues;ย Knowledge of project development, administration and evaluation concepts and procedures; andAbility to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
