ย Generic responsibilities:
1. Compliance and adherence to NRC policies, guidance and procedures
2. Contribute to Shelter Strategy development, project proposals drafting and development, and provide consistent input on needs and gaps
3. Contribute to management and implementation of the Shelter projects (activities, budget and project documentation) as delegated from the specialist in line with proposals, strategies and donor requirements, and ensure program quality
4. Oversee the provision of Program services to NRC participants in the relevant area according to program strategy, project proposals and budgets
5. Ensure capacity building and transfer key skills to shelter team.
6. Ensure implementation of project cycle management activities according to NRC framework.
7. Promote and share ideas for improvement and necessary changes in program activities.
8. Ensure that NRCโs related activities are implemented within NRCโs Protection mainstreaming guidelines.
9. Liaise and collaborate with relevant local authorities and key external stakeholders.
Specific responsibilities:
Work closely with team members to set and monitor objectives and work plans, ensuring activities are delivered in line with overall project goals.
Manage direct budget lines, including preparing, monitoring, and updating financial work plans to ensure effective use of resources.
Develop technical guidelines for shelter activities including defining participant selection criteria, eligibility requirements, sequencing of assistance and response modalities.
Develop technical assessment tools, including drafting the survey, testing and validating the tool, and training data collectors on proper use and methodology.
Provide technical support to field teams on design solutions.
Ensure proper documentation and filing of all shelter related materials.
Represent NRC at relevant internal and external meetings when requested.
Prepare timely internal monthly reports and contribute to donor and inter-agency reporting at both area and national levels.
Produce sector-specific maps and graphics that support planning and impact analysis, in coordination with field areas and other stakeholders.
Support shelter-related research studies.
Assist with activities involving consortium partners and other relevant platforms as needed.
Carry out any additional shelter-related tasks assigned by the line manager.
Coordinate closely with ICLA, Youth and WASH colleagues to ensure integrated programming.

ย
Professional competencies:
ย
Bachelorโs degree in architecture or civil engineering.
3 years of relevant job experience in shelter and settlement programmes preferably within the humanitarian sector.
Proven experience in developing technical tools, SOPs, design options, and implementation guidelines aligned with sector standards and organisational policies.
Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
Proven experience in coordinating activities and liaising with external actors.

Context related skills, knowledge and experience:
ย
Fluent in Arabic and English, both written and verbal.
Experience in research studies is an advantage.
Knowledge of shelter technical guidelines, standards, and indicators.
Significant understanding of Lebanonโs humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon.
Previous experience from working in complex and volatile contexts.
