Strategic Information (SI) Specialist โ DHIS2 support
The SI Specialist โ DHIS2 Support is responsible for strengthening the SI system of the United States Department of State and the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR)-funded EpiC Nepal by providing technical support for the effective management of the District Health Information System (DHIS2)-based One National HIV Information System (ONHIS) managed by the National Center for AIDS and STD Control (NCASC), Ministry of Health and Population (MoHP) of Nepal, as well as the Mero Data platform of FHI 360 Nepal. This role involves supporting EpiC Nepalโs SI Unit in monitoring project activities, facilitating data collection, preparing datasets, conducting analysis, and generating reports. The specialist will ensure the smooth functioning of DHIS2 systems in close collaboration with NCASC and other HIV stakeholders, while also building the capacity of implementing partners to effectively utilize the DHIS2 platform.
Key responsibilities
- Customize and configure the DHIS2 system based on user feedback and reporting requirements; monitor feedback and error logs; and maintain robust software version control.
- Administer and maintain the DHIS2 Tracker, ensuring optimal performance, regular backups, and strong data security measures.
- Provide technical support and manage data-related tasks, including record deletion, data quality checks, and report generation.
- Develop and implement Standard Operating Procedures (SOPs) to safeguard data confidentiality and security and ensure compliance by implementing partners.
- Support the SI unit in delivering trainings, mentorship, technical assistance, and other capacity-building activities for supported facilities and implementing partners, ensuring the availability of high-quality, timely data for reporting and decision-making.
- Design and standardize procedures for programming, data documentation, entry, analysis, and visualization relevant to program data systems.
- Contribute to proposal development by drafting technical data-related sections, and assist in preparing abstracts, success stories, manuscripts, and work plans.
- Assist in developing and updating data management protocols, participate in reviews, and contribute to activity scheduling and implementation.
Requirements
- Bachelorโs degree in Information Technology, Computer Science, Health Informatics, or a related field.
- Minimum of 3โ5 years of experience in DHIS2 customization, implementation, and management within project settings, particularly in HIV program preferred.
- At least 5 years of experience in developing web and mobile applications using Java and related technologies.
- Proficient in client/server and multi-platform application development, with strong skills in JavaScript, Angular, HTML5, CSS, and XML.
- Familiar with data visualization tools such as Power BI and Tableau, and data analysis tools such as R Studio and Python.
- Proactive and adaptable, with the ability to manage multiple tasks, work effectively in virtual environments, and collaborate across different time zones.
- Excellent interpersonal, organizational, communication, coordination, and problem-solving skills, with proven experience in team building and management.
- Strong oral and written communication skills in English and Nepali, including technical documentation expertise.
