We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress The primary and overarching objective of United Nations Development Programme in Kenya is the eradication of poverty in the context of sustainable development, including the pursuit of the Sustainable Development Goals, and promotion of United Nations fundamental principles. A core dimension to the work of UNDP in Kenya is on Democratic Governance given the national focus on governance reforms. UNDP supports the countryโ€™s efforts towards achieving the Vision 2030 Political Pillar, which envisions a democratic system that is issue-based, people-centered, results oriented and accountable to the public. This Political Pillar gears to transform the countryโ€™s political governance across five strategic areas; The Rule of Law, Electoral and Political Processes, Democracy and Public Service Delivery, Transparency and Accountability, Security Peace Building and Conflict Management. These strategic areas are anchored in the Constitution, promulgated in August 2010 marking a major milestone in the democratic journey of Kenya and set a new threshold in terms of people-centred development.

ContextUNDP Kenyaโ€™s Inclusion and Talent Development Unit promotes inclusive governance, equality, and the rights of persons with Disabilities. The Strategy and Re-source Mobilization Specialist will contribute to operationalizing the Joint Disability Inclusion Strategy developed with the UN Country Team and the National Council for Persons with Disabilities (NCPWD). This role supports mainstreaming disability inclusion across the UN system and national institutions and contributes to UNDP programs, policy development, inclusive service delivery, and economic empowerment. The role places strong emphasis on recognizing and integrating unpaid care and support work, particularly affecting women and persons with disabilities. It aims to provide technical input on informal caregiving systems and ensure these concerns are reflected in programming and advocacy.

Task DescriptionUnder the direct supervision of Deputy Resident Representative Operations and daily support from the Talent Development and Inclusion associate the UN Volunteer will perform the following tasks: โ€ข Support the strategic and technical implementation of the Joint Disability Inclusion Strategy, ensuring disability inclusion is consistently integrated across all UNDP programmes and partnerships. โ€ข Assist in the development and management of a results-oriented work plan to facilitate effective disability inclusion initiatives and enhance collaboration among stakeholders. โ€ข Provide technical support and resources to help mainstream disability inclusion within UNDP Kenya portfolios and across new project designs. โ€ข Help identify funding opportunities, nurture partnerships, and prepare proposals to mobilise resources for disability inclusion and unpaid care initiatives. โ€ข Work alongside development organisations, the private sector, and foundations to encourage support for inclusive programming. โ€ข Contribute to the coordination of activities within the Kenya Disability Inclusion Partnership (KDIP), supporting joint projects and monitoring progress. โ€ข Assist in organising and supporting consultations, technical sessions, and validation workshops with government agencies, UN partners, and organisations of persons with disabilities (OPDs). โ€ข Participate in the drafting and implementation of a Resource Mobilisation Strategy that aligns with disability inclusion and unpaid care priorities. โ€ข Help produce policy briefs, high-level proposals, and advocacy materials to promote disability-inclusive and unpaid care practices. โ€ข Support the supervision and guidance of experts involved in Disability inclusion and related programming. โ€ข Contribute to programme monitoring, evaluation, learning, and reporting in alignment with UNDPโ€™s results-based management framework and donor requirements. โ€ข Provide regular updates and facilitate effective communication with programme teams and senior management to enhance visibility and integration within the broader development agenda. โ€ข Help build capacity among staff, implementing partners, and national counterparts through targeted training, mentoring, and coaching. โ€ข Assist in coordinating and facilitating strategic stakeholder engagements, technical consultations, and validation forums. โ€ข Support efforts to achieve the 8% employment target for persons with disabilities and encourage further commitments from partners. Furthermore, UN Volunteers are required to: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. โ€ข Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. โ€ข Assist with the UNV Buddy Programme for newly arrived UN Volunteers. โ€ข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs. โ€ข Enhanced Coordination and Collaboration: Activities within the Kenya Disability Inclusion Partnership (KDIP) are aligned efficiently, resulting in improved outcomes for joint projects and more effective progress monitoring. โ€ข Strengthening Partnerships and Implementation: There is a strong focus on cultivating and maintaining strategic partnerships to ensure the successful execution of the KDIP workplan and activities, thereby translating commitments into coordinated action. โ€ข Inclusive Policy and Advocacy Impact: The development of high-quality policy briefs, proposals, and advocacy materials informs national dialogue and promotes the adoption of disability-inclusive and unpaid care practices among stakeholders. โ€ข Strengthened Resource Mobilization: The role entails actively securing resources through the creation and execution of a comprehensive Resource Mobilization Strategy, leading to increased funding and support for disability inclusion initiatives. โ€ข Capacity Building and Knowledge Transfer: Targeted training, mentoring, and coaching efforts build the capacity of staff, partners, and national counterparts, enhancing their effectiveness in implementing disability-inclusive and unpaid care programming. โ€ข Progress Towards Employment Targets: Measurable actions are undertaken to advance toward the 8% employment target for persons with disabilities, facilitated by deepened partner engagement and broadened sectoral commitments. โ€ข Improved Programme Results Management: Comprehensive systems for monitoring, evaluation, learning, and reporting are instituted, ensuring alignment with UNDPโ€™s results-based management framework and compliance with donor expectations. โ€ข Increased Integration and Visibility: Consistent communication and timely updates with programme teams and leadership elevate the profile of disability inclusion within the broader development agenda. โ€ข Submission of a final end-of-assignment report detailing strategic outcomes and individual contributions. โ€ข Completion of an end-of-assignment report summarizing volunteer achievements. โ€ข Documentation of capacity strengthening efforts through coaching, mentoring, and formal on-the-job training conducted with national staff or governmental and non-governmental counterparts, including Implementing Partners (IPs). โ€ข Provision of a conclusive statement outlining achievements related to volunteerism in peace and development during the assignment, such as the number of volunteers mobilized, activities participated in, and capacities enhanced.

Living conditions and remarksThe contract lasts for the period indicated above with the possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 27798.33. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates monthly according to the cost of living. This method ensures that international UN Volunteers have com-parable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org. In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided with a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent re-assignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including the Code of conduct, to the successful candidate.
