Organizational Context and Scope
The United Nations Common Premises (UNCP) aligned with the UN Secretary-Generalโs reform agenda has been established in Bangladesh and includes the participation of 12 UN agencies with the International Organization for Migration (IOM) as the lead agency supporting the establishment and operationalization of the UNCP. The newly established UNCP aims to foster close collaboration between the UN agencies and enhance operational efficiency and effectiveness amongst the UN Country team while also ensuring staff safety, well-being, and cost-effectiveness.
Under the overall supervision of the ย Chief of Mission (CoM), direct supervision of the Head of Resources Management (HoRM), in coordination with the Deputy Chief of Mission, and in close collaboration with the Regional Office for Asia and the Pacific, the Supply Chain Division, and the UN Efficiency Unit at IOM Headquarters (HQ), theย Supply Chain Officer (UN Common Premises) Coordinatorย will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectivesย and will be expected to provide support to IOMโs Country Office in Dhaka as well as coordinate with the UNCPย Management Committee on the operationalization of the UNCP in Bangladesh. The successful candidate will be responsible toย ensure that the common services system is fully operational according to IOMโs SOP and rules/regulations.
Conduct strategic planning and oversee all supply chain-related activities and support services for IOMโs ย Country Office (CO) and UN Common Premises (UNCP) in close collaboration with internal and external stakeholders, as well as relevant units at IOM HQs.Lead and supervise supply chain activities in the IOM CO and UNCP, including planning, budgeting, scheduling, procurement and the provision of goods and services, asset and facilities management, logistics information management, and reporting, while providing guidance and training to staff on relevant policies, rules, and regulations. Prepare and submit regular progress reports, statistical data and briefing notes.Conduct logistics capacity assessments and market research to inform decision-making. Analyze statistical data and market trends to provide insights into commodity availability, production patterns, and local market developments.Manage maintenance, repairs, remodeling, and renovation work for the UN Common Premises, including office facilities and preventive maintenance.ย Establish cost-effective maintenance agreements with competent service providers where feasible.Identify and assess supply chain bottlenecks (e.g., value stream mapping) and optimize processes to address gaps, ensuring the timely delivery of quality goods and services.Oversee the review of procurement requests, identify service providers, and evaluate vendor performance in terms of quality, pricing, and timely delivery of goods/services. Maintain a pool of qualified vendors.Oversee the bidding process, including solicitation of bids, quotations, and tender documents. Provide guidance on procurement transactions, ensure bidding processes are conducted transparently and in compliance with procurement regulations, analyze offers for conformity to requirements, conduct appraisals, select suppliers, confirm payment terms, and supervise purchase order processing to ensure proper authorization in line with the delegation of authority (DOA) matrix.Liaise with UNDSS and relevant government departments (as applicable) to ensure the Common Premises meet UN safety, security, and regulatory standards.Coordinate with the UNCP Management Committee on the operationalization of the UNCPย in Bangladesh.ย Establish and manage robust internal control mechanisms for supply chain processes to safeguard organizational assets and prevent fraud, while ensuring adherence to the organization's administrative procedures, rules, and regulations.Ensure timely submission of procurement, asset management, and other reports as applicable to the UN agencies participating in the common premises, Regional Office, and HQ as required.Supervise, train, and mentor supply chain management staff, promoting their professional and career development while monitoring and evaluating their performance.Represent the organization in UN inter-agency meetings and forums related to supply chain management and common premises. Collaborate with other agencies to share resources, achieve common goals, and implement UN global initiatives.Perform such other duties as may be assigned.Required Qualifications and Experience
Education
Masterโs degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Experience
Experience in managing diverse supply chain operations;ย Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers;Experience in supervising, training, managing, and developing capacity of large teams of co-workers;Experience working on complex projects with a demonstrated record of meeting deadlines;Experience within the International Humanitarian Field and within organizations of the UN Common System; and,Experience working on establishment and/or overseeing the UN Common Premises.Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics;ย Sound knowledge of asset management processes and procedures;Excellent communication and writing skills with the ability to analyse complex problems and identify and convey clear, rapid solutions; and,Excellent level of computer literacy and good knowledge of ERP is an advantage.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French), Bengali and/or other local language is an advantage.
