Established in 1951, IOM is part of the United Nations System as the leading inter-governmental organization promoting humane and orderly migration for the benefit of all.
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities. ย IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
Regular migration pathways enable people to move to, enter, and stay, temporarily or permanently, in a given State in ways that are authorized by the law of that State and international agreements to which it is a party. IOMโs work on facilitating regular pathways involves efforts to support States in establishing new regular pathways, help expand and implement existing ones and enhance regular pathways for better impact. Regular pathways are put into practice through a broad range of interconnected implementation mechanisms and interventions throughout the migration cycle. These can include, but are not limited to, documentation and legal identity services, visa systems, protection needs and vulnerability screening, health and social services, ethical recruitment processes, skills training and recognition, integration and safe and dignified return and reintegration support.
As part of its assistance to refugees in Indonesia, IOM supports and work with partners in advancing complementary labour pathways (CLP) programme through engagement with potential private sector employers in other countries and supporting activities to enhance such opportunities through vocational and educational programmes. ย The programme additionally explores other pathways such as education including international studentsโ scholarships and related programmes that may be potential to be accessed by refugees in Indonesia.
Under the direct supervision of National Project Officer/Head, Labour Migration and Counter-Trafficking, Mobility and Resilience Unit (MRU), and the overall supervision of MRU, and working closely with the Refugee Care and Assistance/Regional Cooperation Arrangements team and relevant units, the incumbent will be responsible for supporting actions to explore, establish and strengthen partnership and procedures in facilitating CLP. ย All responsibilities must be carried out in alignment with the requirements and strategies of relevant programmes, and in accordance with IOM policies, standards, and commitments.

Responsibilities and Accountabilities
1.ย ย ย ย Assist in the planning, implementation, and monitoring activities related to the CLP closely working with the Labour Mobility team and the Refugee Care and Assistance team.
2.ย ย ย ย Support in establishing or strengthening the partnership with the existing or potential employers and programmes to conduct candidate-matching and ethical recruitment. Maintain the mapping and comparative analysis of existing labour and educational immigration programmes available for refugees
3.ย ย ย ย Maintain a talent catalogue among refugees and implement case management system to track and monitor CLP applications; arrange and facilitating meeting/workshops/interviews/focus group discussions (FGD) in coordination with relevant project team.ย
4.ย ย ย ย Assist in implementing ย the strategic and operational documents on CLP and periodically supports to review and update them in coordination with relevant staff; provide the technical inputs on CLP programming through regular briefing and effective communication.ย
5.ย ย ย ย Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc. monitor budget.ย
6.ย ย ย ย Compile, summarize, analyse, and present information/data including supporting the timely inputs into RAMS of relevant assistance information.
7.ย ย ย ย Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
8.ย ย ย ย Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.ย
9.ย ย ย ย Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.ย
10.ย ย ย ย Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, CSOs and other stakeholders relevant to the project. ย
11.ย ย ย ย Provides guidance and support capacity building of staff and partners.
12.ย ย ย ย Contribute to the knowledge sharing and to the new initiatives relevant to LMP.
13.ย ย ย ย Perform other related duties as assigned. EDUCATION
โข ย ย ย ย University Degree in Management, Economics, Political, Social Science, International Relations, Development Studies, Migration Studies, Human Rights or Business and Counseling with three ย years of relevant working experience, or;ย
โข ย ย ย ย Completed High School diploma from an accredited academic institution, with five years of working experience.
EXPERIENCE
โข ย ย ย ย Indonesian national with good knowledge of, and experience in managing programme and operational activities with working experiences in protection assistance, as well as mental health assistance.
โข ย ย ย ย Has relevant working experience, preferably in project implementation support, training delivery is an advantage.
โข ย ย ย ย Has experience to organize administrative activities.ย
โข ย ย ย ย Experience in working on migration management activities, as well as beneficiary context.
SKILLS
โข ย ย ย ย Ability to identify needs and proven ability to implement and monitor programmes.
โข ย ย ย ย Proven ability and experience in liaising with Government Departments/Authorities and UN and other international organizations, private sector and other stakeholders.ย
โข ย ย ย ย Ability to prepare clear and concise reports in English.
โข ย ย ย ย A high degree of computer literacy is required.
LANGUAGESIOMโs official languages are English, French and Spanish.
