    DUTY STATION: Phnom Penh, Cambodia

    DURATION: 11 months, renewable

    This role will lead WFP Cambodiaโ€™s portfolio in disaster risk management, shock-responsive social protection, and disaster risk financing, ensuring strategic alignment with national priorities and global initiatives such as Early Warnings for All (EW4All). The incumbent will provide high-level technical assistance to government counterparts, manage cross-functional teams, and drive innovation in climate resilience, emergency preparedness and related workstreams.

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    Assisting 86.7 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

    WFP has been operationally present in Cambodia for over four decades and is working under the Country Strategic Plan (CSP) 2024-28. The CSP aims to complement and contribute to the Governmentโ€™s efforts to achieve zero hunger through supporting social protection, climate and disaster risk management, and food security and nutrition.

    WFP is fully aware of the impact that the climate emergency is currently having in achieving Zero Hunger by 2030 (SDG 2). Cambodia is ranked as the eighth most vulnerable country to disasters. Floods and droughts frequently threaten the food system and will increase in frequency and intensity in the future. It is estimated that climate change could cause Cambodiaโ€™s GDP to be 2.5 percent lower by 2030. Climate change has been highlighted as a key factor in the changing vulnerability dynamics in Cambodia.

    In the current CSP, integrated risk management is a key pillar for WFPโ€™s engagement in Cambodia to strengthen the resilience of communities to shocks and stresses and to ensure food and nutrition security. WFPโ€™s Cambodia Country Office already engages in a number of activities linked to disaster risk management and emergency preparedness, supporting both the Royal Government of Cambodia at the institutional and community levels. One key component linked to disaster risk management is leveraging the social protection system, data and processes in the event of a shock, i.e., shock-responsive social protection. WFP has led development partner support to the Government to develop the key policy document (Shock-Responsive Social Protection Framework) as well as operational documents. Another related area of work is to identify systematic financing sources to respond to disasters, and to ensure appropriate risk layering for disaster financing.

    The Country Office seeks a Team Leader to oversee the disaster risk management (DRM), shock-responsive social protection (SRSP) and disaster risk financing (DRF) portfolios, to lead the strategic direction and technical oversight of these related workstreams, lead resource mobilization and partnerships, design approaches for emerging areas of work including anticipatory action (AA), and provide capacity strengthening both within WFP and externally.
