Position Description:
FHI 360 is seeking a Maternal, Neonatal and Child Health Technical Advisor for the EpiC project to be implemented in the provinces of Nampula and Zambezia, focusing on improving maternal, neonatal, and child health outcomes, immunization, and nutrition (MNCHIN) by increasing the use of and access to high-quality services. The Technical Advisor will provide technical support and coordination to the family health department at central level of the Ministry of Health for policy and strategies development, including updates based on international standards of care, and guidance, and dissemination support to lower levels MISAU staff. He/she will represent the EpiC MNCH+N project in key technical working group meetings and provide up-to-date information and guidance to the project in line with MISAU priority MNCH activities, particularly with high-impact, lifesaving practices and interventions; supporting the capacity building of local government technical staff to take on clinical supervision as to ensure quality of care for MNCH activities. The position will be based in Maputo and reports to the Technical Director.
Accountabilities:
- Coordinate project and FHI 360 representation with national government actors, particularly in health and other key sectors.
- Collaborate with MISAU Family Health/ MNCH department staff and other MNCH+N technical assistance partners in developing and updating policies and strategies based on international care guidelines and best practices.
- Participate in central level Family health/ MNCH technical working group supporting MISAU efforts and flow down information to the project that will help with the successful implementation of approved interventions.
- Works with government counterparts to develop their capacity to conduct nutrition clinical supervision using approved standards and tools in a timely and cost-effective manner.
- Support in central level TA and supportive supervision visits nationally, with a particular focus on project target provinces of Nampula and Zambezia
- Provide technical expertise and supervision in the implementation and monitoring of MNCH service quality interventions at the health facility and community level.
- Works with government counterparts to develop their capacity to conduct MNCH clinical supervision using approved standards and tools in a timely and cost-effective manner.
- Supervise a team of technical project staff and ensure that MNCH activities are appropriately delegated within the project and coordinated with provincial and district government staff.
- Serve as the primary point of contact for provincial-level MNCH technical working groups. The Advisor may delegate participation to team members as appropriate.
- Lead the synthesis of MNCH monitoring data for health facilities and communitiesโ indicators and develop responsive programmatic activities or course correction, for review and approval by the Team Leader and Project Director as well as provincial government leadership.
- Contribute content on MNCH related activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State's Office of Foreign Assistance.
- Collaborate with other technical advisors at HQ and country level to ensure that activities are integrated, aligned, efficient, and comprehensive.
Required Qualifications:
- Master's degree or its equivalent in a clinical field, public health, or other relevant areas
- Clinical training, preferably as an MCH nurse, obstetrician/gynecologist, pediatrician, or nurse specializing in neonatal and child health.
- At least 8 years of experience in MNCH+N and public health programs
- Experience in supervisory positions leading junior and support staff, and provision of supportive supervision and conducting staff performance evaluations
- Proven experience working with the Ministry of Health (MISAU) and knowledge of national and provincial health systems (Zambezia and Nampula especially).
- Demonstrated ability to build and maintain effective working relationships with government staff and community stakeholders.
- Fluency in Portuguese required. Preference for strong interpersonal and oral presentation skills in English.
- Ability to work independently and manage a high-volume workflow.
- Excellent oral and written communication skills.
- Excellent organizational and analytical skills.
- Ability to work under pressure and flexibility.
Typical Physical Demands:
Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift 5 - 25 lbs.
Technology to be Used: Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, email), office telephone, cell phone and printer/copier.
Travel Requirements: 10% - 25%
