The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security using funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to temporarily serve as a Technical Advisor, Supply Chain, based in Hanoi or Ho Chi Minh City until September 30, 2025.
Main responsibilities:
Provide technical support and oversight to strengthen the HIV-related supply chain, with a focus on timely and effective forecasting, procurement, and distribution to ensure uninterrupted drug stock and commodity supply.
Support provincial and facility-level teams in implementing and maintaining systems to monitor stock levels, consumption data, and supply forecasts.
Ensure the incorporation and refinement of financial and commodity tracking tools to improve visibility into supply chain performance and SHI reimbursements.
Collaborate closely with Vietnam Social Security (VSS) at the national and sub-national levels to ensure timely reimbursement and smooth commodity flow to health facilities.
Analyze supply chain and reimbursement data to identify gaps, delays, or risks, and coordinate with stakeholders to address issues.
Co-lead training and mentoring to provincial staff on supply chain data use, stock management, and SHI reporting procedures.
Contribute to documentation and reporting on supply chain system improvements and lessons learned for dissemination and scale-up.

Experience and abilities for the position:
Advanced degree in finance, public administration, law, public health, medicine, or relevant field.
Minimum of ten yearsโ experience in supply chain management, logistics, or health commodity procurement and distribution in Vietnamโs health sector.
Strong understanding of HIV program supply chains and the SHI system, particularly to drug stock and health commodity financing and reimbursement.
Experience working with international NGOs and the Government of Vietnam to improve health outcomes. Experience in health finance is required, and experience in HIV is an advantage.
Experience working on U.S. Government-funded projects.
Well-developed communication skills in Vietnamese and English.
Proficiency in MS Office package (Word, Excel, and PowerPoint, etc.).
Ability to travel as necessary.
