The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to temporarily serve as a Technical Advisor, Sustainable Transition, based in Hanoi or Ho Chi Minh City until September 30, 2025
Main responsibilities:
Serve as a senior technical focal point in dialogues with national stakeholders, including government agencies, civil society, and private sector partners, to promote policy innovations that enable sustainable HIV service delivery.
Guide the design and roll-out of public-private partnership models, including the engagement of pharmacies and private providers in delivering biomedical prevention and related services.
Contribute to the national roadmap for transitioning U.S. government-supported HIV programming to locally-led and financed platforms.
Provide strategic and technical leadership to advance sustainable models for HIV prevention and care, with a focus on long-acting biomedical prevention.
Lead the development, implementation, and evaluation of cost-sharing mechanisms (e.g., co-pay models) to expand access to daily and long-acting biomedical prevention, and reduce long-term dependence on donor financing.
Collaborate with monitoring and evaluation teams to assess impact, track progress, and inform adaptive management of sustainability initiatives.

Experience and abilities for the position:
Advanced degree in finance, public administration, law, public health, medicine, or relevant field.
Minimum of ten yearsโ experience in public health, health financing, HIV program design, or biomedical service delivery, including senior technical advisory or leadership roles.
Demonstrated expertise in health systems strengthening, policy development, or financing strategies to support sustainable health programming.
Experience working with international NGOs and the Government of Vietnam to improve health outcomes. Experience in health finance is required, and experience in HIV is an advantage.
Experience working on U.S. Government-funded projects.
Well-developed communication skills in Vietnamese and English.
Proficiency in MS Office package (Word, Excel, and PowerPoint, etc.).
Ability to travel as necessary.
