As part of this mission, NORCAP is seeking a Thematic Manager to lead our work in Peace Operations and UN Reform. This permanent position is based at our Head Office in Oslo, with approximately 10% travel. The role reports to the Head of Unit.ย

Role and Responsibilitiesย 

As the Thematic Manager Peace Operations and UN Reform, you will take on the following responsibilities:ย 

Lead the development and implementation of NORCAPโ€™s strategy for peace operations and UN reform, aligning with global agendas such as UN 2.0, UN80 and the New Agenda for Peace.ย 

Shape and manage a portfolio of projects that strengthen civilian expertise in peace operations, transitions, and peacebuilding mechanisms.ย 

Ensure quality and thematic coherence across NORCAPโ€™s peace operations initiatives, including performance measurement and risk assessments.ย 

Cultivate strategic partnerships with UN entities and multilateral organisations, positioning NORCAP as a thought leader in peace operations reform.ย 

Provide thematic input to donor proposals and contribute to fundraising efforts for peace and UN reform initiatives.ย 

Facilitate learning and communities of practice across NORCAPโ€™s peace and security portfolio.ย 

Represent NORCAP in global policy discussions and interagency forums.ย

This role interfaces closely with all sections in NORCAP, NRC Programmes, Private Fundraising, Partnership and Policy, and Field Operations. You will also collaborate with NRCโ€™s Institutional Partnership Section on donor engagement.ย 

ย 

Qualifications and Experienceย 

To excel in this role, candidates should possess the following qualifications and skills:ย 

Minimum of 7 yearsโ€™ experience in humanitarian, development, or peace operations sectors.ย 

Demonstrated understanding of the donor landscape, including key stakeholders, funding mechanisms, and strategic priorities.ย 

Proven track record in strategy development, project management, and advocacy within relevant thematic areas.ย 

Strong understanding of UN peace and political mission structures and UN reform processes. Established network within these partners is a benefit.ย 

Direct work experience from relevant international/regional organisations or missions from the humanitarian, development or peace sector would be a strong advantage. ย 

Proven thematic expertise and field-level experience in peace operations, mission transitions, peacebuilding, or similar.

Experience with start-up of new projects and project proposals to donors. ย 

Experience collaborating with or providing strategic advice to UN entities focused on peace and security, such as the Department of Peace Operations (DPO), the Department of Political and Peacebuilding Affairs (DPPA), or the Peacebuilding Support Office (PBSO).ย 

Excellent interpersonal and communication skills, with fluency in English.ย
