Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing womenโ€™s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member Statesโ€™ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Strategy, Planning, Resources and Effectiveness Division (SPRED) of UN Women is to integrate corporate strategy, resources and performance measurement to improve decision-making in order to drive the implementation of UN Womenโ€™s Strategic Plan and to manage for results while increasing transparency and accountability to its Governing Bodies and Stakeholders. Specifically, the Division formulates corporate strategies aligned to the corporate objectives, ensures internal controls and risk management are fully in place.ย Additionally, the Division monitors and report on the implementation of the Strategic Plan. SPRED helps strengthen UN Women, improve services to the field by defining a clear set of priorities with aligned resources, ownership, accountability and oversight. It will also provide armโ€™s length analysis of the performance of the organization.

The Strategic Planning Unit (SPU) within the Strategy, Planning, Resources and Effectiveness Division (SPRED) is the custodian of RBM and strategic planning in UN Women. SPU manages the development and roll-out of relevant policies, procedures and guidance (PPG) associated with planning, monitoring and reporting of Strategic Plan, Strategic Notes and workplans. SPU also serves as the business owner for corporate systems associated with results management and strategic planning, monitoring and reporting functions associated with Strategic Plan, Strategic Notes and workplans. With one overarching corporate results architecture established through the Planning, Monitoring and Reporting (PMR) Policy which was promogulated in late 2023, SPU ensures that all the business units in UN Women at the country, regional and global levels plan, monitor, report and communicate its results in a harmonized, streamlined way, from the Strategic Plan (SP) through its Strategic Notes (SNs) and Work Plans (WPs). Furthermore, SPU makes further efforts to improve quality of results and financial data published on its Transparency Portal and to the International Aid Transparency Initiative (IATI), which contributes to further strengthening transparency and openness of the entity.

Under the direct supervision of Programme Specialist โ€“ Strategic Planning and under the overall guidance of SPU chief, the Programme Analyst: 1) acts as the secretariat of Country Office Strategic Notes at the corporate level by working closely with Regional Strategic Planning Specialists and HQ colleagues; 2) assists and support SPUโ€™s work in the areas of RBM capacity development and knowledge management; and 3) supports the planning, monitoring and reporting work for the SPU components of SPRED Strategic Notes and Workplans.

The Programme Analyst is responsible for providing the SN secretariat functions to support the management of the corporate processes associated with development, finalization and approval of Country Office Strategic Notes. Based on the PMR Policy and its procedure, the Programme Analyst provides support to and coordinates with the Regional Strategic Planning Specialists in all Regional Offices (ROs) who are responsible for driving the strategic planning process in their respective regions and for providing guidance, technical support and quality assurance to Country Offices (COs) associated with CO Strategic Notes and workplans from the strategic planning and RBM perspectives. The Programme Analyst also works closely with HQ colleagues from various Divisions for the final Quality Assurance of CO SNs and with Senior Management for the approval of CO SNs.ย ย 

Key Functions and Accountabilities:

Provide technical and coordination support for the secretariat functions of SPU associated with managing the strategic planning processes of Country Office Strategic Notes as per the PMR policy and its procedure, in close coordination with Regional Strategic Planning Specialists and HQ colleagues

Coordinate and collaborate with Regional Offices and HQ Divisions on the organization of strategic planning meetings, including Strategic Dialogues and SN Early Thinking presentations, ensuring that all relevant colleagues are engaged and provide consolidated inputs, and that key takeaways from these meetings are documented, summarized and disseminated.ย  Socialize the CO SN planning process with RO and HQ colleagues including through regular email updates and Intranet articles and follow up on key action points and milestones to ensure all parties remain informed and up to date on the status of the process. Coordinate and contribute to the quality assurance and review of CO SNs by consolidating inputs from the Regional Offices and the HQ Compliance Review Team, liaising with Country Offices and providing RBM-related inputs as part of SPUโ€™s systematic review of CO SNs Maintain and update regularly the strategic planning intranet pages, including the Strategic Planning Hub, ensuring that strategic planning documents, guidance materials, and key process information are systematically organized and accessible across the organization, supporting transparency and institutional learning. Engage with Independent Evaluation, Audit and Investigation Services (IEAIS) to gather key relevant recommendations from internal audits and corporate evaluations and share those with ROs and COs in a timely manner to feed into the strategic planning process at the country level.ย  Provide technical and coordination support for strengthening communication on Country Office Strategic Notes at the corporate level both internally and externally in close collaboration with ROs and Comm Team, including the preparation of Intranet Articles and coordinating with relevant colleagues to ensure that new CO SNs are published in a timely manner.ย  Contribute to revision and improvement of CO PMR procedure, its annexes and additional resources associated with CO SNs and workplans.ย  Contribute to the enhancement of corporate results management system (e.g. PRISM) by providing technical inputs for system requirements and participating in User Acceptance Test associated with CO planning.ย 

Provide technical and coordination support to Results-based Management (RBM) capacity development, and knowledge management and communication to support strategic planning, monitoring and reportingย 

Provide technical inputs for the development, revision, and coordinate the roll-out of training materials and tools, including RBM e-learning, to support in further strengthening the corporate capacity on RBM and its use for strategic planning, monitoring and reporting processesย  Maintain the RBM community of practice within UN Women by collecting, analyzing, summarizing and sharing good/promising practices and lessons learned on RBMย  Manage the SPU RBM sections of UN Womenโ€™s Intranet, with regular update on RBM resourcesย  Provide technical contributions to RBM/Planning, Monitoring and Reporting community of practice and joint initiatives at the inter-agency level, including those with the UN Strategic Planning Networkย  Provide technical inputs and coordination support for the finalization and roll-out of PMR training materials

Provide coordination and technical support to planning, monitoring and reporting exercises of SPU and SPREDย 

Coordinate the development of workplans at the technical level within SPU and provide support to the review of SPU components of SPRED workplans to ensure they align with the business requirements specified in the HQ PMR procedures.ย  Coordinate with colleagues in SPU to ensure that monitoring and reporting exercises for SPU components of SPRED workplan and of SPRED SN are completed in a timely manner with inputs from all relevant colleagues, including ensuring the relevant data entry in systems is completed as well as support in organizing mid-year and annual review meetings on SPU components of workplans.ย  Provide technical and coordination support to SPRED Directorate for the development, monitoring and reporting of SPRED Strategic Notes.ย
