Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported over 1,500 civil society organizations and is present in more than 35 countries.ย 

UN Women hosts the Secretariat of the Womenโ€™s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, designs funding windows and mechanisms, coordinates the implementation and delivery of the WPHF Regular Funding Cycle across 35 countries, ensures timely and quality monitoring and reporting. The Secretariatโ€™s mandate is also to strengthen stakeholdersโ€™ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF, and manages the Community of Practice (CoP) for WPHF partners and grantees.ย 

Under the direct supervision of the Deputy Head of the WPHF Secretariat (P4), and the overall supervision of the WPHF Head of Secretariat (P5), the Programme Coordinator is responsible for coordinating the WPHF regular funding cycle portfolio across Africa, Middle East, Asia-Pacific, Europe and Latin America-Caribbean regions. ย This includes coordinating relationships with national and international partners and stakeholders, and the monitoring and reporting, knowledge production and management of the portfolio.ย 

Key Functions and Accountabilities:

1. ย  ย Coordinate the Regular WPHF Regular Funding Cycle (RFC) globally; including the Initiative for Forcibly Displaced women, food security and climate security portfolios.

Coordinate the overall RFC Programme/Portfolio development and implementation according to WPHFโ€™s priorities; Lead the technical review (longlisting and shortlisting) of proposals received under the portfolio. Review final CSO project documents to ensure alignment with WPHFโ€™s mandate. Review the Country offices capacity strengthening projects for CSOs, to ensure alignment and complementarity with the WPHF L-hub. Ensure timely transfers from MPTF to PUNOs, with relevant documents. Update and develop WPHF RFC Standard Operating Procedures as needed. Lead engagement with WPHF Country focal points. Lead on the selection, review and approval process of peer-learning grants, in coordination with the WPHF L-Hub. Coordinate the RFC team annual workplan including mission. Liaise closely with Coordination Specialist to support with UN Resident Coordinator offices, UN Management Entities, partners and CSO partners to support implementation and expansion of the portfolio. Liaise with UN Resident Coordinator offices and UN Country Offices on the establishment of national steering committees and the launch of WPHF calls for proposals in countries.

2. ย  ย Coordinate the monitoring of UN Management Entities and support the reporting on the WPHF Regular Fundingย 

Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages, including for Third Party Monitoring Visits at country level. Lead on the monitoring and reporting of the capacity strengthening country offices projects. Review the financial delivery of the UN Management entities in alignment with MPTF and WPHFโ€™s Operations Manual and Standard Operating procedures Support the M&E team with the review of annual reports and provide inputs to Country briefs and donor briefs; Coordinate effective engagement with the relevant ME Country Offices.

3. ย  ย Support partnerships and resource mobilizationย 

Provide substantive inputs to WPHFโ€™s partnerships and resource mobilization briefs and strategies; Provide substantive inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor briefs as requested; Participate in donor meetings and public information events, as delegated. Work closely with partnerships team to support implementation of RM strategy.

4. ย  ย Advocate and facilitate knowledge building and management and communication

Document the programme implementation process and products, lessons learned, best practices, etc. Contribute to information exchanges and provide inputs to the development of communications and knowledge products internally and externally of the programme; Support in the organization of WPHF events. Prepare Talking Points and briefs as needed. Collaborate with WPHF Global Learning Hub Coordinator to support L-HUB programmes where relevant.ย 

5. ย  ย Manage financial resources and supervise staffย 

Supervise and manage a team of staff and consultant. ย Review performance and guide team members. Coordinate development and preparation of financial resources of the RFC including transfers from MPTF to PUNOs. Support budget revisions, project revisions, and expenditure tracking and reporting. Oversee and monitor the allocation and disbursement of funds to PUNOs.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities: ย The Programme Coordinator for this region will lead a team of at least two P2 staff members and one consultant.ย

Recruitment Qualifications:

Education and Certification:

Masterโ€™s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 5 years of progressively responsible experience at the national or international level working on topics related to women, peace, and security, including displacement, conflict prevention, peacebuilding, inclusion and other related issues is required. Experience managing complex and multi-component programme interventions, preferably related to women, peace and security is required. Experience in grant-making to civil society organizations is an asset. Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset. Experience leading and coaching staff in international settings is required.

Languages:

Fluency in English is required. Working knowledge of French or Spanish is required; Working Knowledge of another official UN language is desirable (French, Arabic, Russian or Spanish).
