ย ContextUnder the overall supervision for the Chief of Mission, the direct supervision of the Head of Resources Management Unit (RMU) and in close coordination with relevant units at Headquarters (HQ), Regional Accounting Support (RAS) and Regional Office (RO), the successful candidate will be responsible for the following tasks:
- Provides specialized support in the financial management for Project Activities in Philippines Country Office including tracking financial expenditure and accountability, bring any material discrepancies to the attention of the Head of RMU and Project Manager (PM) and suggest necessary adjustments.
- Coordinate new and revised project budget proposals with project managers and Program Support Unit, in coordination with the Head of RMU.
- Assist in financial forecasting during project implementation phases and in monitoring all commitments of the project.
- Coordinate donor financial reports for projects in accordance with IOM regulations and established procedures, in close coordination with the Head of RMU, as well as relevant units in HQs or Manila.
- Respond to queries as appropriate with respect to financial aspects of the projects, liaise with external auditors wherever required.
- Assists the Head of RMU in preparing annual global budget proposals for the Mission.
- Check and follow up on the monthly and long term projectization of office costs coverage for all IOM Offices in Philippines, in coordination with the Head of RMU.
- Work with implementing partners and review their financial reports in accordance with IOM regulations and established procedures in line with donor requirements, in coordination with programme colleagues.
- Respond to queries as appropriate with respect to financial aspects of the projects, liaise wit external auditors wherever required.ย
- Review, confirm funding availability, or provide WBL if required, for all travel.ย
- Directly supervise and train finance staff in charge of project and mission budgets.ย
- Perform such other duties as may be assigned. Education
- ย Masterโs degree in Business Administration, Finance, Management, Accounting, or a related fieldย
from an accredited academic institution; or - University degree in the above fields with two years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience
- Minimum two years of relevant professional experience in financial management, accounting and budgeting.
- Knowledge of International Public Sector Accounting Standards (IPSAS) and Oracle highly desirable;
- Audit
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures is ย highly regarded.Skills
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS)
- In depth knowledge of the broad range of migration related subject areas dealtย
