Water Officer

Jordan is one of the most water-scarce countries in the world, facing mounting challenges due to climate change, groundwater depletion, and financial constraints in the water sector. To address these challenges, GGGI is partnering with the Government of Jordan, particularly the Ministry of Water and Irrigation (MWI), Ministry of Environment (MoEnv), and the Cities and Villages Development Bank (CVDB), to enhance Jordanโ€™s access to climate finance for water sector projects.

This effort is embedded under the โ€œEnhancing Jordanโ€™s Water Sector Access to Climate Financeโ€ project, implemented in partnership with the Water Sector Governance Project a GIZ project commissioned by BMZ.

The Water Officer will be a key member of the implementation team, supporting technical, coordination, and reporting activities to ensure smooth and effective delivery of project outcomes.

POSITION SUMMARY

The Water Officer will support the identification, preparation, and development of bankable water sector projects for climate finance. The role will also contribute to strengthening institutional capacity through job training, ensuring local context and national validation of selected concept notes, organizing capacity-building programs, and ensuring effective coordination with government counterparts, utilities, and other stakeholders.

This requires knowledge and expertise in water resources management, hydrology, stormwater management, meteorological and hydrological infrastructure and socio-economic aspects of this infrastructure, with links to climate change mitigation and adaptation. The Officer will report directly to the Project Manager and work closely with GGGI Jordanโ€™s Green Growth and Climate Change teams.

PURPOSE

Support Jordanโ€™s participation in international climate finance dialogues, UNFCCC Conference of Parties negotiations, and global climate finance participation by designing support packages including policy briefs and talking points. Provide high quality technical expertise and coordination on water resources management, flood management, hydrological service and early warning systems, with special linkage to climate change and climate resilience, ensure that the project activities align with international best practices. Provide associated leadership in the water, flood and drought governance sector, including in terms of investment projects and technologies for emissions reduction and strategies for nature-based solutions, to foster resilient, low-carbon growth. Analyze barriers of implementation of priority climate interventions and estimate costs and investment requirements of water sector adaptation and mitigation projects.

ENGAGEMENT

Work closely with the Ministry of Water and Irrigation, Ministry of Environment, CVDB, WAJ, JVA, water utilities, and other national stakeholders. Engage and liaise with multilateral climate funds (e.g., GCF, GEF, AF), development partners, and private sector actors to explore co-financing and partnerships. Coordinate with GIZโ€™s Water Sector Governance Program and other national and regional partners. Maintain regular communication with project partners and prepare progress reports. Lead day-to-day communication around flood and water-related disaster governance with counterparts in Government of Jordan at national, and subnational levels, ensuring synergy and alignment between the project and the Government of Jordan strategies, and targets Engage and lead GGGI's national water resources management work across multiple dimensions, including policy, planning, capacity building and pipeline development Coordinate with GGGI experts and other GGGI units and departments at country level to ensure high quality delivery of project activities. Engage with private sector to originate and/or structure projects and infrastructure to support improvements in water resources, flood and water management in Jordan

DELIVERY

Effectively plan project activities and targets, and track and monitor progress at the project level through standard tools within GGGI's management processes and systems and ensure achievement of key performance indicators Lead the implementation of all activities under the approved โ€œEnhancing Jordanโ€™s Water Sector Access to Climate Financeโ€ project including capacity building for the Government and the private sector, and development of knowledge management tools, water sector coordination mechanisms, and project pipeline. Provide consistent, high-quality coordination and expertise on water sector governance and climate resilient technologies, ensure that project activities align with international best practices for green growth and climate finance. Ensure that social, environmental and other safeguards and co-benefits, including poverty reduction into all project activities, in alignment with GGGIโ€™s standards and international practices. Support green investment and resource mobilization for the GGGI Jordan program based on project proposals and associated documentation.

QUALIFICATIONS

The ideal candidate for the position of Water Officer should possess the following qualifications:

Advanced degree in hydrology, meteorology, water resources management, environmental management, climate change, environmental engineering, or related fields Proven operational competence in project design, implementation, financial management, monitoring and evaluation of development projects. Minimum 6 years of specialized professional experience in water sector management, climate change adaptation, and/or project preparation. Familiarity with climate finance mechanisms and global climate funds (GCF, GEF, AF, MDBs). Strong knowledge of Jordanโ€™s water sector challenges and institutional mandates (MWI, WAJ, JVA, utilities etc). Knowledge of water-energy-food-environment (WEFE) nexus approaches is a plus. Proven experience in engaging with and/or working for the private sector on climate change and environmental issues in the water sector Experience in stakeholder engagement, multi-stakeholder processes, and capacity building. Excellent command of English and Arabic (spoken and written).

FUNCTIONAL

Strong analytical, technical writing, and reporting skills. Ability to coordinate multi-stakeholder consultations and workshops. Skills in project screening, feasibility assessment, and climate rationale development. Ability to work independently and in teams under tight deadlines. Familiarity with climate change and green growth in the context of developing countries and the development of bankable projects. WORKING CONDITIONS The Water Officer is an X8 Country grade level in GGGIโ€™s Country salary scale, beginning at USD 42,435 per year. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
