Project Context and Scope
Albanian citizens are likely to continue to emigrate for employment reasons, which will have a major impact on the country's development. Therefore, it is important to regulate the legal and institutional framework on emigration to inform and guide people towards regular migration pathways. This will promote safe, orderly, and regular migration and ensure that all segments of society, regardless of gender or minority status, have equal access to opportunities and protection.
The objective of this project is to contribute to enhancing the institutional framework and capacities on regular migration of Albanian citizens, including for employment purposes, with a strong commitment to gender mainstreaming and the inclusion of minority populations, adopting 'whole of Government' and 'whole of society' approaches.
The project will assist central and local institutions in Albania develop legal, administrative, and operational procedures for migration, including for employment purposes. This includes:
- Consolidating the regulatory framework by drafting new guidelines, and standard operating procedures (SOPs), and developing inter-agency cooperation protocols.
- Training and building the capacity of public officials at local level to effectively apply, with a particular focus on gender mainstreaming, test and pilot the improved framework.
- Creating and operationalizing a Local Network on Migration (LNM) in connection with central institutions.
The project will provide clear and actionable mechanisms and tools to help public institutions at both central and local levels support Albanian citizens seeking employment opportunities abroad and those returning to Albania. It will also ensure gender mainstreaming and inclusion of minority groups, promoting inclusivity and diversity in the relevant practices.
The project will focus on strengthening local capacities, including the development of legal documents, guidelines, operating procedures, and cooperation modalities between local and central institutions.
The project will contribute to further filling the gap in data availability on international migration and mobility within the country, which is a priority for INSTAT, the Albanian Institute for Statistics. This will be achieved through conducting the Household Migration Survey (HMS). The HMS will be conducted based on a revised methodology, to collect, in addition to updated statistical data about migration, also quality information on migration related dynamics, root causes and needs, as well as related impact.ย ย
Various ministries and governmental organizations, development partners, regional and international organizations, countries of destination for Albanian migrants will have an essential tool for formulating, implementing, monitoring and evaluating migration related actions at community level, tailoring to the specific needs in the communities and prioritizing those most affected by outmigration. The expected results of the HMS would be to identify the most affected areas by emigration, the profile of those emigrating and the reasons for doing so, both regularly and irregularly.ย This will be crucial for enabling actions in addressing the root causes of migration through community development activities, among others, both in view of prevention of irregular migration and reintegration of returning migrants.ย ย
The findings of this exercise would enable IOM, in cooperation with the development partners, implement targeted development related interventions in the areas most affected by migration, in line with the needs of the target population.ย ย
The results of the survey will be helpful as well for academia, research and policy study centres, and non-governmental organizations working in the field of migration.ย Finally, the qualitative HMS will be embedded in the quantitative HMS (to be conducted by INSTAT and the World Bank) to ensure complementarity of data and findings. The HMS publication will have, thus, 2 integrated parts: the quantitative survey and the qualitative survey.
Two consultants, 1 international consultant and 1 local consultant will be engaged to develop a qualitative survey
The engagement of the international consultant will take place for 30 working days potentially starting from 06.01.2025 to 30.06.2025.ย ย
The engagement will serve the following purposes under the specific themes as below:
- Qualitative Analyses:ย
- Development of the methodology, the tools, the process and the timeframe for the design and implementation of the qualitative analyses, including identifying relevant actors.ย
- Conducting the qualitative analyses for of the Household Migration Survey
- ย Focus Group organisation:
- Organising a focus group with relevant stakeholders, as part of the qualitative analyses of the Household Migration Survey.
- Validation of results:
- Organising meetings with relevant stakeholders to validate the results of the qualitative analyses for of the Household Migration Survey
