Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Movement Control Assistant is responsible for the coordination of movement of all personnel and cargo via all available modes of transport (air, rail, river, road and sea) within the mission area. The temporary position is based in Port-au-Prince and is located in the Air Movement Team, Movement Control Unit. The incumbent will report to the Movement Control Officer at P-3 level, or designated official. ResponsibilitiesWithin delegated authority and depending on location, the Movement Control Assistant, G-6, may be responsible for the following duties: • Assists in developing passenger and cargo load plans. • Coordinates daily operations of administrative and loading staff to ensure that instructions, regulations, security and safety measures are enforced. • Ensures that dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations. • Coordinates shipments including customs clearance, specifying carriers, routes of movement, transit times, and service levels. • Liaises with contacts in port authority and local authorities responsible for travel-related immigration and customs issues. • Assists with the planning and execution of military and police contingent movements. • Liaises and coordinates with contingent/police personnel for military and police contingent movements. • Prepares Movement Orders. • Collects movement information and defines requirements. • Coordinates the daily flight schedule with Air Operations in order to meet passenger and cargo requirements. • Coordinates non-scheduled mission flights. • Prepares operational reports and related statistical data. • Reviews and distributes manifests. • Maintains contact with other UN Agencies, NGOs, and Government Offices in regard to their travel requirements on Mission air assets. • Provides multi-modal movement control support to the sector. • Provides assistance to the Travel, Procurement and Logistics Units/Sections. • Performs other duties as required. EducationHigh school diploma or equivalent is required. Job - Specific QualificationValid driver license is required. Training and certification in IATA dangerous goods regulations is required. Work ExperienceA minimum of seven (07) years of progressively responsible experience in movement operations acquired through commercial air/sea/road operations, commercial freight forwarding, or military logistics is required. Experience in preparing load plans and drafting digital passenger manifests is required. Experience working for a commercial airline is desirable. Experience working for an international organization is desirable. Experience in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, Microsoft Teams is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, French is required. Spanish is desirable.
