Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Movement Control Assistant is responsible for: Processing cargo movement requests for air/ground transportation and following up on delivery of freight to destination; organizing passengers' boarding and disembarking as well as loading and unloading of cargo into/from the aircrafts. Preparing flight documentation, statistics and ensuring accuracy; coordinating work of outsourced loaders. Ensuring that established procedures are in place, and aviation safety regulations are followed. The temporary position is based in Port-au-Prince and is located in the Cargo Team within the Movement Control Unit. The incumbent will report to the Movement Control Officer P-3, or designated official. ResponsibilitiesWithin delegated authority and depending on location, the Movement Control Assistant, G-5, may be responsible for the following duties: โข Receives and registers cargo movement requests for air/ground transportation. โข Receives supplies from different sections, arranges for transportation and follows up from delivery to destination. โข Coordinates transportation of cargo by air and/or road with Air Operations and Transport Section respectively. โข Ensures proper and safe storage of inbound and outbound cargo. โข Ensures proper packing and marking of cargo items, including dangerous goods. โข Informs appropriate consignees on delivery of items. โข Provides technical advice and guidance to personnel involved in cargo movements. โข Compiles and maintains cargo statistics related to air/ground movements. โข Coordinates work of outsources loaders at the airport. โข Prepares cargo manifest and ensures its distribution to all concerned parties. โข Facilitates embarking/disembarking of passengers at the airport, and loading/unloading of cargo. โข Operates Mechanical Handling Equipment (MHE) for cargo handling as required. โข Ensures that loading of the aircraft is conducted in accordance with the published daily schedule and cargo manifest. โข Checks in passengers against passenger manifest, issues boarding passes and organizes passengers transfer for aircraft boarding. โข Performs pre-boarding briefing for passengers and monitors the safety briefing performed by the aircrew. โข Facilitates immigration and customs formalities for passengers. โข Ensures that passengersโ baggage is weighted, measures, labelled, manifested and loaded into the aircraft. โข Ensures the General Release From Liability form (waiver) for non-UN passengers is in place and retained before boarding. โข Reports time of take-off and landing of UN aircraft to Air Operations Center. โข Receives the Aviation Risk management check list from aircrews and informs Air Operations Center of safety concerns if any. โข Ensures established procedures are in place and aviation safety regulations are followed. โข Provides assistance to VIP passengers, if required. โข Carries out duties in Passenger Booking, if required. โข Performs the flight monitor duties or other duties as and when required. EducationHigh school diploma or equivalent is required. Job - Specific QualificationValid national driving license including license to operate heavy forklift and trucks is required. Training and certification in IATA and/or IMO dangerous goods regulations is required. Work ExperienceA minimum of five (5) years of progressively responsible experience in movement control related services in the field of transport logistics, with at least three (3) years of experience in cargo handling in aviation and surface modes of transportation is required. At least three (3) years of experience in operating heavy forklifts is required. Experience in load planning and preparing cargo manifests is desirable. Experience in coordinating road convoys for large-scale cargo operations is desirable. Experience in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, Microsoft Teams is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, French is required. English is desirable.
