UNOPS Madagascar, which was established in 2022 and is currently expanding, provides services through its main office based in Antananarivo and has opened branch offices in several regions of the country. The UNOPS office responds to the support needs of the Government of Madagascar with funding from multilateral and bilateral donors. UNOPS Madagascar provides a wide range of infrastructure, procurement and project management services and aims to extend its support to diversified projects, basic service provision and other related services, particularly in economic and social infrastructure (construction and rehabilitation) and financial management in sectors such as agriculture, transport/public works, renewable energy, health, environment and climate change.
Functional Responsibilities
The Programme Management Officer will have a primary reporting line to the PMO Team Lead.
The role is based in Antananarivo and will be supporting the PMO team in program monitoring, reporting, quality assurance and project Set-up and closure.

1. Program Monitoring and reporting
Participate in the routine oversight and analysis of delivery data within the dashboard system, using UNOPS ERP systems as required.
Contribute to the preparation of the regular project reports in accordance with donor guidelines for reporting.
Contribute to the regular review project status, evaluating performance criteria (scope, cost, schedule and quality).
Maintain diaries and progress reports as required by UNOPS standard procedures.
Participate in the routine maintenance and implementation of effective monitoring and evaluation systems of programme and project activities, in line with logical frameworks
2. Projects Set-up and closure
Contribute to the development of the programme/project plans,
Liaise closely with the Finance unit regarding all project assets and finance-related issues.
Coordinates the process of project closure across the hub.
Ensure appropriate disposal of project assets.
Ensure timely and effective final (operational) reporting and initiation of financial disbursements as appropriate during the Defects Notification Period.
Ensure the updating of information on the UNOPS MIS, and effective handover of closed projects to UNOPS HQ for financial closure processes.
Coordinate, organize and document meetings of the project boards and other programmatic meetings and events under the programme
Conduct regular financial variance analysis for the hub programmes and projects.
Ensure compliance with UNOPS-defined standards for programme/project management.
Provide support to Programme and Project Managers with planning and execution of project deliveries according to best practices.
Collaborate with Programme and Project Managers to ensure the implementation of standard Project Management processes and tools.
Contribute to the quality reviews of programme/project documents and deliverables.
Contribute to quality control of management products (project documents, reports, etc.).
4. Knowledge management
Contributes to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.
Performs other related duties as assigned.
Education:
A combination of a Bachelorโs degree in a relevant field (e.g. Business Administration, and/or Logistics, and/or International Relations, and/or Development Studies, Communication)
Experience:
A minimum of 1 year relevant professional experience, specifically in the field of Program/Project Oversight and Operations Support is required Experience and demonstrated knowledge of UN rules and procedures in Procurement, Finance, HR Management and administrative rules and regulations is an advantage. Experience in the usage of modern IT and office applications and software is required. Experience in a multi-cultural environment is an advantage. Language Requirements:
Full working knowledge of English and French is required.

For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
