Mission and objectivesUNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF Uganda is committed to advancing SDG 4: Quality Education, ensuring inclusive and equitable education for all children. Accurate school-level data is the foundation for effective planning, resource allocation, and monitoring of education interventions.

ContextCurrently, UNICEF Uganda runs several initiativesโ€”Girls for Digital Uganda (G4DU), Leaders in Teaching, Airtel Partnership, and Gigaโ€”each requiring reliable school data for targeting and implementation. However, multiple fragmented and inconsistent school lists exist across projects, government systems, and partner databases. These discrepancies lead to inefficiencies, duplication of efforts, and challenges in reporting. A consolidated, validated master list of schools will enable UNICEF and partners to: - Identify priority schools for connectivity and digital learning. - Align interventions with Ministry of Education and Sports (MoES) EMIS standards. - Improve programme planning, monitoring, and reporting. - Support evidence-based decision-making for resource allocation. This assignment will leverage digital tools and virtual collaboration to harmonize school data, ensuring accuracy, completeness, and usability across all UNICEF education programmes. Objectives 1. Data consolidation: Collect and review existing school datasets from UNICEF projects, MoES EMIS, and partner sources. 2. Data quality improvement: Identify and resolve gaps, inconsistencies, and duplicates to ensure accuracy. 3. Standardization: Design a harmonized data structure with agreed attributes (e.g., EMIS code, GPS coordinates, enrollment, connectivity status). 4. Visualization: Develop interactive Power BI dashboards to support programme planning and decision-making. 5. Sustainability: Recommend mechanisms for regular updates and integration with UNICEF systems and national platforms.

Task DescriptionThe purpose of this assignment is to develop a comprehensive, accurate, and validated master list of all schools in Uganda, integrating data from multiple sources and aligning with national standards. The Online UN Volunteer will also create dynamic dashboards to visualize school data, enabling UNICEF teams to answer critical questions related to school information. This work will strengthen UNICEFโ€™s ability to deliver impactful education programmes and foster collaboration with Government and private sector partners. Online Volunteers are expected to; โ€ข Data mapping and inventory: Compile all existing school lists from UNICEF initiatives, MoES EMIS, and partner databases. Document sources and data attributes. โ€ข Stakeholder engagement (Virtual): Coordinate with UNICEF sections via Teams and email to confirm data standards and validation protocols. โ€ข Data cleaning and validation: Remove duplicates, correct errors, and verify data against official sources using remote methods. Apply quality checks for completeness and consistency. โ€ข Master list development: Create a consolidated dataset in an agreed format (Excel/Database) with metadata for traceability. โ€ข Dynamic visualization: Build Power BI dashboards to visualize key information such as location, connectivity, enrollment, geographic distribution, etc. Ensure dashboards are user-friendly and accessible to programme teams. โ€ข Documentation and Reporting: Prepare a comprehensive report detailing methodology, findings, challenges, and recommendations for sustainability. Include guidelines for future updates and integration with UNICEF systems. The expected deliverable is consolidated school data which includes: 1. Draft consolidated dataset: Preliminary version for review by end of week 4. 2. Final Validated Master List: Complete dataset with agreed attributes and metadata. 3. Power BI Dashboard: Interactive visualization tool for UNICEF programme teams. 4. Technical Report: Detailed documentation of processes, findings, and sustainability recommendations. 5. Update Mechanism Proposal: Clear steps for maintaining and updating the master list beyond the assignment period.
